This organization is of interest to me as my father works in the building as head of Planning and Public Protection. He will be my main contact point in the Council as he has worked as head of IT Services in his previous Council. The work done in the council I also find interesting. The Council is situated in the South of London in Merton Civic Centre. The Councils IT infrastructure has recently been upgraded as part of Downing Streets E-Government plan. A variety of systems were upgraded and new solutions introduced as part of this. The responsibilities of the council are outlined in this statement taken from the Merton Borough Council Website1: commits the Council to provide clear leadership to the community in partnership with residents, businesses, the voluntary sector and other organizations; support the active involvement of the public in the decision-making process; take decisions efficiently and effectively; identify clearly those responsible for decision making and hold them to account; and improve the delivery of services to the community. The council must provide services for the entire borough of Merton, some 168,470 residents. The Council provides services to the residents and businesses of Merton in four departments: Education, Leisure and Libraries This department is involved in working with schools, libraries and youth to maintain a high level of achievement in the area. It also evaluates the Leisure facilities in the area and relates them to other departments. It also works to ensure equality of opportunity for all through the services it provides, its commitment to inclusion and its contribution to the social and economic regeneration of the borough Environmental Services. The Environmental Services department is the largest in the council and aims to maintain and improve the local environment and economy of the Borough through the delivery of quality services and through regeneration and partnership initiatives. Its services are wide ranging, affecting everyone living in, working in or travelling through the Borough. It is involved in many areas, for example regulation, which includes development control, building control, environmental health and trading standards, highway licensing and parking enforcement, and environmental maintenance which includes refuse collection, street cleaning and highway maintenance. Financial Services The Finance Department provides the Councils Financial Management Framework. It rigorously manages the councils budget to help managers control expenditure in their relative department. The Finance Department also collects all monies from residents and businesses and tries to make these payment methods more accessible using the Internet, Merton Link and the Call Centre facility. The Department also strives to make the financial documents of the council easier to understand and read. Housing and Social Services. The Housing and Social Services department is responsible for the management of housing solutions in the area and Social care for residents. Its responsibilities range from the allocation and management of Council Housing waiting lists to evaluating and inspecting Childcare services in the borough. Merton has recently been examining ways to make access to services easier for all its customers. It has also been looking at improving links with its suppliers, agencies, central government and other organisations it has to work with. The aim is to build services around the needs of the customers, with improved responsiveness and quality. In order to achieve this goal, Merton will make full use of information technology (IT) to deliver services seamlessly and at times to suit the needs of the citizen. Within the next four years customers will be able to access services through the Internet, digital televisions, and mobile phones, as well as walk-in and telephone customer contact centres. This project will be called e-merton, and will run from now to 2005. The e-merton project is designed to provide access to services electronically, and will help Merton meet the Governments target of having all services available electronically by 2005. However, the Council recognises that personal contact will still be necessary to meet the diverse needs of customers. Also, the Council will ensure that nobody is excluded from receiving modern service delivery due to their status, special needs or location. The IT system within the council spans the whole organization and every Council Officer has their own workstation. The workstations are used for E-Mail communication and personal management as well as general typing duties. The Council also owns large industrial drawing scanners for the input of development and architectural drawings for Building Control (Planning) applications. Digital cameras are also used for working in the field and providing evidence for Environmental Services investigations. The area of the council I shall be focusing on in my study is a new Council Benefits and Building controls system recently installed by a St. Albans IT company. The system covers the whole of these areas from paying council tax online to scanning and cataloguing architectural drawings for building plans, covering three departments in the council. I shall be studying the installation of the new system, problems, training etc and the evaluation of the system by users. My contact within the council, my father, will provide extremely good links with IT department administrators and to documents relating to the recent installation and evaluation of the solution.

In this movie its shows there is two different lives, one is computer generated world dream world and another is real, but all human living in dream word which is programed and none of them know. In this movie Neo is a hero and he is a computer programmer and he drawn into a rebellion against the machines. But first he wanted to know what is matrix. Morpheus is main character of this movie and he spends much time on matrix to find, and he also help other to find it. He is the caption of their team in their spaceship which they called Nebuchadnezzar. They always go to dream world and come back with hacked telephone line; it is only the safe exit from the matrix. In other side in dream world a group of Agent which is known as swat team. They want to kill the entire human, so they want to catch the Morpheus. Because he is the only person who knows all the matrix code to go back to their ship throw phone. When they catch the Morpheus then Neo come and save him from him. Discussion There are few issue and theories which are applied on them are following. Answer: -Matrix movie is fully based on media ecology. In this movie telephone is used as in the form of media ecology. Answer: In this part of movie when he was killed, at that movement he was fighting like a normal human and was not who he is. But when he starts thinking about the difference between real human and programmed created world and start compare agents and him. He finds his social identity. His social identity is he is the one in movie who can control his mind the see the difference between real and programed world. Conclusion This movie is a science based fiction-Action movie and media ecology is big part of this movie. Telephone and computer screen are both are the medium of source of information. They contact to each other through the cell phone and they travel on both worlds with telephone exception and all the information they got like position, way to go out from building are they got from computer screen in the form of matrix. Evil Personas in Dr. Jekyll and Mr. Hyde by Robert Louis Stevenson Some believe that every individual has an evil persona trapped inside that is just waiting to get out! This may be true for some but it may also just be another excuse for one to commit evil deeds. In the novel Dr. Jekyll and Mr. Hyde, written by Robert Louis Stevenson, a prominent doctor (Dr. Jekyll) conducts a scientific experiment in which he compounds a certain mixture he consumes and transforms into an ugly, repulsive creature (Mr. Hyde), representing the pure evil that exists within him. This novel is truly an astonishing piece of literature that consists of many components that make it a marvelous piece of literature. Not only is the symbolism fascinating and intriguing, the literary word puns are very ironic and makes the novel interesting. Dr. Jekyll believed that at least two different entities occupy a person’s body. His scientific knowledge led him to believe that he could isolate and separate the two separate components. Originally, the ultimate aim of Dr. Jekyll’s experiment was to discover his evil nature and isolate or reject it. But he became fascinated with this evil side of his nature because Hyde was more â€Å"free† and was able to satisfy all of Jekyll’s evil desires. Jekyll had once been â€Å"free† when he was younger, and able to do anything he pleased. All of this changed when he tried to portray the image of a light-hearted, good-natured person so he â€Å"hydes† his evil pleasures. He states in his confession letter, â€Å"†¦my medical studies began to increasingly focus on the origins and dimension of this phenomenon of duality. This investigation of course, bordered on the mystical and the transcendental, but only these disciplines co... ...e cleverly says, â€Å"If he be Mr. Hyde†¦.I shall be Mr. Seek†. Throughout the whole novel, he will travel on his journey to seek Mr. Hyde, who is hidden beneath Dr, Jekyll. Hyde and Jekyll were exact opposites of eachother, symbolizing the good and the evil. Although Utterson and Enfield are complete opposites, they can still get along. The word puns in the novel make it ironic and very appealing. Dr. Jekyll’s theory of the duality of man’s nature proves to be true with the existence of the infamous Mr. Hyde. This theory can be applied to reality too, because at times, humans tend to have an evil side, but never really show it. This novel, for me, has been very educational and interesting. The two reasons that make this book enjoyable is the theme that is understandable, the intense irony, and the word puns. These components are crucial in making a novel appealing.

A Scanner Darkly

Ashlyn Phillips Mr. Flanigan/ Dystopian Literature Period 2 December 4, 2012 Who Are You? As young children we begin to develop a personality, one that is based off of the people we are surrounded with. When identifying who we are as people, physical appearance is less important in comparison to our spirits and mindsets. The body serves only as a shuttle for our spirits and minds, without these two assets our bodies would simply only be empty shells. In Philip K.Dick’s A Scanner Darkly, the protagonist, Bob Arctor, has fallen victim to a highly addictive drug called Substance D, which has the side effect of splitting the personality in one’s mind. In dealing with the abuse of this drug, Arctor begins to lose himself and forgets what really makes him who he is. Our souls, character and appearance determine who we are as people, without these three attributes it would be very difficult to differentiate between one human from the next.The brain begins to develop in the fir st trimester of pregnancy, even as fetuses we are able to think and begin to develop our personalities inside the womb. As we enter the world and begin living, our surrounding environments control the outcomes of our minds, bodies and spirits. If you are born into a wealthy family, it is more than likely that you will live a wealthy lifestyle; if you are born into a poor family, it is more than likely that you will live a poor lifestyle.In society, we are first identified by how much money we have, then by how we look and at last we begin to learn more about each other to identify who our characters are through how we wish to portray ourselves. Our personalities begin to develop when we are first able to open our eyes, smile and really when we begin to communicate with each other. From there we begin to learn what we like to do in life; whether it be dancing, singing, painting, playing sports, etc.These attributes are major when identifying a person. Our spirits begin to develop at an early age and although they can be slightly altered as life goes on, we never really change entirely. One can be judged by their physical appearance and be separated from one person to the next simply based on that, however, if asked who Bob Marley is as a person, the answer would be far more detailed than if only asked what he looks like. Personality and character traits are really the basis of determining who we are as people.If a set of identical twins were put in the same room together and a group of people were asked to differentiate between Sarah and Mary, they would only be able to based on appearance. The more in depth question would be, how can you tell who Sarah is and who Mary is? In answering this question many key attributes are discussed such as, Sarah may be more energetic, loud, creative, talkative, religious and athletic than Mary, allowing for their friends to automatically know who is who when confronted by either twin.Personality always gives the answer. If th e personality changes or begins to morph into two different sides, determining who someone is becomes a very difficult task. In A Scanner Darkly, Fred goes undercover as a drug addict in order to solve a major case but in doing so, he himself becomes addicted to the drug and his personality begins to split into two different people, Fred and Bob; Fred being the undercover cop and Bob being the addict.As Fred’s life morphs into Bob’s, he begins to lose himself entirely and the world as he knew it before completely changes into something different than he thought. â€Å"He will sink into a needle-and-a-spoon existence, or bounce off the walls in a psychiatric hospital or, worst of all, a federal clinic†¦And all this will occur deliberately, someone figured out what he was doing and then got him this way. The worst way of all: with the stuff they sell that he was after them for selling. (86) His personality can no longer be analyzed because he thinks as two entirely different people as if he has two separate brains in one head. Clearly this is an issue due to the fact that we are recognized by our personalities. If two personalities are competing against one another inside of one mind, there is no way to really know who that person is. Fred loses himself in Bob’s world and the drug becomes more important than anything else, as it usually does inside the mind of a drug addict.Without the soul, the body is like a light bulb without electricity. The soul gives the body meaning and purpose, without it there would only be boys and girls, not unique individuals with their own characteristics. The soul carries along every memory, experience, encounter, and detail of each person in the world. A wise soul will think beyond their years, a young soul will stay a teenager at heart forever and an evil soul will end up in the dark side of life and all of these souls grow through life experiences and will only be influenced by these experiences.The so ul in one person does not change entirely through life experiences it can only change slightly by being influenced by those around us. In determining who we are as people, the soul is the key ingredient and it should be the first thing that is analyzed from one human being to the next. More often than not, looks do not matter, it is what lies within ourselves that determines who we are as individuals.

Importance of Command Essay

The chain of command is an important structure in the military. First it allows problem to be handled at the lowest level possible in the command. If a military personnel has a problem he would go to his NCO first before going to their SCNOs or Commander; this way he isn’t stepping on people’s feet and everyone is aware of the situation so they can get it fixed. You also have to think of it in a war situation. If there was no chain of command then everyone would think they are in charge. If an NCO tells a private to go do this, then the private knows to just go do it. If there was no chain of command then the private would probably try and tell the NCO off and then he will probably end up getting shot by the enemy. You work your way through the chain of command by rank and experience. This is why no one is going to question an order coming from someone higher ranking with more experience. As well as if the person believes that their situation needs to be addressed and executes the wrong decision then what more can that person do? Everyone learns through their mistakes and no one is perfect in this world, but with a bad situation comes with bad judgment and lack of decision making. In the civilian world they also use Chain of Command as well for example, most organizations have an established chain of command that is essential for effective management, accountability, and a strong means of operation. Whether it’s because individuals now have higher expectations or perhaps it is simply out of force of habit, many of us want to go right to the top with our complaints. In terms of fairness and efficiency, this is not appropriate for their athlete programs as it creates the necessity for an established chain of command. As a leader, you must start by educating everyone on the significance of your chain of command. You can do this in a variety of ways to give the person in need of dire help ready for anything. We initially cover the chain of command in boot camp when a recruit needs to use the head or needs to go to medical for any apparent reason. Because of the strong support from our Chain of Command and our efforts to educate and communicate and have high expectations, most new military personnel observe the neglect as if no one cares for them. For this they need to be supportive to them and give them that security that everything is getting handled as fast as they can, as a result this will significantly decrease the number of complaints and any further problems that may occur or rise. In any situation the NCOs will tell the lower rank have you mentioned this to anyone or how long has this problem been going on. In any form of situation regardless if they brought it up or not, the chain of command needs to be properly used in order for the personnel not to get in any trouble. Back to summarizing boot camp; while the recruits were in the depot they aren’t used to being yelled at or being bossed around like if they weren’t anything but as the days went on they grew accustomed to the new procedures that they were doing. Whatever the reason they needed to talk to the Drill Instructor, they went and knocked at the hatch of their doors and said the correct phrase and correct greeting of the day. After being heard they would ask the Drill Instructor if they could use the head or go to medical or go to dental or if they have any financial issues back home or had to go the bank or post office for any reason. It not only starts while you’re in boot camp but as being back home when you were still a civilian. When you need something you were still using your chain of command with your parents, depending which one was more soft or tough on you that’s the person you would go talk to about whatever you needed or wanted. For example, if you needed gas money or a ride to the movies you would ask your parents, could have been your mother you ask because she could be the soft one that would allow you to go or give you money of any kind. As a result not only do we use chain of command in the military but we used it back home and never realized it until you enlist in the military and experience it yourself. Leadership, accountability, efficiency, morale, and a sense of order all depend upon your chain of command. Why it is important to follow proper instruction procedures in the military is for many reasons. As military personnel, it is our responsibility to not only follow instruction/orders, but to execute the command. Not following orders can result into consequences not only for the personnel whom committed not following instructions, but also it can put others at risk too. Like your NCO in charge of you, to your Team Leader, to your Platoon Sergeant, to your 1st Sergeant, to your Company Commander, to your Brigade Commander, and so on. Not only can your NCO in charge of you, your Team Leader, your Platoon Sergeant, your 1st Sergeant, your Company Commander, and your Brigade Commander could all get into trouble for your actions of not following direct instructions/orders. But some may lose rank in the process including the personnel whom didn’t follow the specific instructions/orders giving by a personnel higher rank than those individual personnel. Also when you are down range deployed to Iraq, Afghanistan, North Korea, and other combat places we have our units fighting the war at, not only can a personnel lose rank but in fact not following directions/orders you could get a personnel fighting alongside of you in the war killed in combat but you as well. Try to explain to a spouse, or a mother and father, better yet the personnel kids that the reason why your parent, father or mother isn’t coming home to see you is because you failed to follow proper instructions/ orders giving to you and that is why your parent father or mother isn’t coming home to you. Not only is it important to follow instructions/orders, but you as the military personnel could lose rank. The purpose of the Chain of Command is to install structure, discipline and respect into newer enlisted military personnel. Each branch has its own secretary that assigns forces under their jurisdictions to unify and specific commanders they perform missions and report back to their chain of command. The chain of command starts with the Commander-in-Chief (the U. S. President) and works its way down to the lowest ranking private in the Army, Navy or Marine Corps. Within the military, the chain of command is a method for leading and communicating. In addition to being a chain of command within the officer ranks, one of the main purposes of the chain of command is to be the back bone of the NCO support channel. The discipline and order that the every branch maintains is what makes their branch the strongest in the world. From the moment you raise your hand and join the military you do as you are instructed at any time to complete any mission during the time allotted, once completed whoever at the time has to report back to the Chain of Command. The chain of command is extremely important. The importance of the chain of command is that it provides stability inside the work place for when incidents come about that need to be dealt with it sets up the structure for which you report all good and bad thing accidents, mistakes, tardiness, and anything that can allow the mission of the day to be slowed down. All incidents in essence are intended to be dealt with on the lowest level before it is brought up to highest personnel as well as other reason’s such as it helps build leadership, responsibility and common knowledge of how to run a stable work place. Such as the leadership aspect it helps people who are or would not normally be able to take control of situations and control how things are ran they can take control and help whoever it is with the problem When it works well. When it doesn’t work right, leadership is ineffective and some personnel end up doing other people’s jobs for them.
